Abstract: A new adaptive frame rate up conversion algorithm and its ASIC
design for consumer television are presented. The algorithm of adaptive frame rate up
conversion with fieldframe detection for high quality video format conversion is
applied in the chip, which can convert PAL 50 Hz interlaced picture into 50~65 Hz
progressive picture, or NTSC 60 Hz interlaced picture into 60~70 Hz progressive picture.
This algorithm is efficient and can be easily used in hardware implementation. Other video
processing algorithms are also integrated in this chip, including Black/White Level
Expansion, picture edge based 2D filter, chroma transient improvement (CTI), color space
convert (CSC), and gamma correction. The 0.35 micron CMOS technology is used for
fabrication in TSMC and the fabricated chip is with potential commercial application.
